terpreted with care in order to avoid adverse effects on the populations our libraries serve, for example by needless disruption to library services.  These notes are intended as a prompt for SCONUL libraries in interpreting the Acts.

\par \hich\af1\dbch\af17\loch\f1 The Freedom of Information Acts give a general right of public access to all types of \hich\f1 \lquote \loch\f1 recorded\hich\f1 \rquote \loch\f1 
 information held by public authorities, set out exemptions from that general right, and place a number of obligations on public a\hich\af1\dbch\af17\loch\f1 
uthorities.  The underlying principle is for disclosure, unless there is good and sufficient reason for withholding information.  The Acts are overseen by the UK Information Commissioner and the Scottish Commissioner.

 from any individual or organisation, in the UK or elsewhere.  Requesters have two rights:  to be told if information that they want is held by the institutions, and to receive the inform\hich\af1\dbch\af17\loch\f1 
ation, for example as a copy, or a summary, in paper or electronic form, or by personal inspection.  Requests must be received in writing, which can include email, and they need not mention the Act.  Responses must be made within 20 working days (rather t

an the 40 calendar days under the Data Protection Act), though the clock can stop ticking if, for example, clarification has to be sought from the requester.  If it will take more than 20 working days to gather the information, the institution may explain

nal security, law enforcement, commercial interests and data protection. Information accessible to the applicant by other means, such as via HESA, or through the institution\hich\f1 \rquote \loch\f1 
s publication scheme, is technically exempt on these grounds, so requesters need \hich\af1\dbch\af17\loch\f1 o\hich\af1\dbch\af17\loch\f1 
nly be referred to the relevant resource.  Access to environmental information is exempt under s.39 of the Westminster Act and is dealt with under the Environmental Information Regulations 2004, which will come into force on 1 January 2005 at the same tim
