To maintain an overview of general issues concerning access to library and information services; this would include a high level legislation watch in relation to access
To promote an access protocol across SCONUL member libraries
To influence and promote the reciprocal access and borrowing agenda at national and regional level and to oversee the operation of SCONUL access schemes
To maintain awareness of technical options which would enhance options for SCONUL access strategy, and advise on their adoption
To learn from international developments concerning access to library and information services and to relate to international bodies as appropriate
To make particular recommendations in relation to special user groups who may experience access difficulties
